Over fifty percent of the votes in your poll are for the "none" option. Why exactly would we spent a lot of time creating a jail if you can "break free" from it -- it's far away from the mainland in the middle of the ocean for a reason. As estroe already said, your proposal only advertises the possibility of breaking rules and not being punished by it. Anyone can report four random people for non-existing reasons.
If you have more than three minutes of jailtime you're doing something wrong. Read through the Las Venturas Playground rules and stick to them, that way you won't ever be confronted with the jail again.
