It's basically a new storyline (around the length of Vice City?) which uses a new background in regards to main characters (you're part of that biker gang), however it is still set in the extremely large Liberty City..
More than just a skin mod. Includes new vehicles, weapons .. read the article.

I'll definitely be getting this when it comes out; got 100% GTA IV the other day and I'm buzzing for more. I actually loved the post-story stuff, eventhough the pigeons got tedious I can look back at them positively as they added so much more playing time to the game. It all rocks.
