Ok, we found the problem as you will have witnessed on irc. Will be fixed & running by the next lvp gamemode update.

no, its not a problem of 3-4 seconds, i have waited long times but nothing.
I just solved it by recconecting 5 or 6 times

I'd like to note that this bug happened to me earlier when I had some mod installed -- make sure you're running a clean version of GTA:SA before you post regarding bugs! (Generally speaking)
