You have to be 18 to get a paypal account (at least, I got mine when I turned 18. Paypal terms/conditions state that).
You can convince your parents to donate for you.
Or, you can donate to me, and then I'll donate for you! Minimum $450 to me though, and thats Australian dollars.

When you send the money it will have a text box where you input the amount you want to send and then a drop down box with the currency you want to see it in which will convert from your default currency.

I don't think you guys should reveal details of the VIP room to other players. If you want access, as stated donate. Revealing the details will give players nothing to wonder about.
