It's part of the mystery game involving some players. You can get some extra information about phase one from the sa-mp.com forum, MOB topic. There are in total of 3 phases. The end of the phase 3 is a grande finale revealing thebackground of the whole mysterious scheme. Few players to mention that are involved:
