It says that one of the reasons why people don't help is because in the past those who have helped people like that end up getting sued, wtf? Why would you sue someone who saved your life?

I believe that whoever calls the emergency lines in China also needs to pay up for the costs. Yeah, you got that right- that's how fucked up China is.
