GTA SA on the RAGE engine - Matthias - 08-11-2011
Basically, this allows you to play GTA San Andreas on the RAGE (Rockstar Advanced Game Engine) engine, this is the engine used in GTA IV. The beta is available and there's also people working on a multiplayer mod for it, using the code from Networked:IV as code-base.
More information can be found here. I haven't tested the mod yet but will do that tomorrow.

Yes, you need GTA IV to run this though.

Right now you can only play it. It's still in beta.
