You cant /buy whilst using a parachute after /dive. Also the cooldown seems broken since I can /dive way more frequent than every third minute.

You also can't /dive even if you're alone (when you're falling).

I don't see what's wrong with that. By enabling it, command could also be used for avoiding death.
